Licensing Conditions for Blood System Entities Came into Effect in Ukraine: What Has Changed.


New Licensing Conditions for Blood Centers
As of June 4, 2025, a resolution of the Cabinet of Ministers of Ukraine came into effect, approving the Licensing Conditions for conducting economic activities related to the procurement and testing of donor blood and blood components regardless of their final purpose, processing, storage, distribution, and sale of donor blood and blood components intended for transfusion.
According to the Ministry of Health, the new licensing conditions were developed taking into account the requirements of Directive 2002/98/EC of the European Parliament and Council. This resolution is significant for fulfilling European integration commitments and ensuring the health care of the population, especially in conditions of martial law.
Thanks to the new rules, the state can now control the quality and safety of donor blood at a level that meets European Union standards. This will contribute to the improvement of services provided by blood centers and ensure the continuity of transfusion assistance.
Ukrainian blood centers will now operate under new licensing conditions that meet European standards and contribute to the improvement of the health system in the country.
National legislation regarding blood centers in Ukraine has been updated to meet European requirements and ensure high quality and safety of donor blood in the country.
