A citizen liable for military service who is dissatisfied with the actions or decisions of the territorial recruitment center has the right to appeal them. This can be done in several different ways.

Complaints to the Ministry of Defense and the SBI
A citizen contacted the lawyers and inquired where to complain about the illegal actions of the territorial recruitment center.
First of all, lawyer Yuri Aivazyan emphasized that complaints should be addressed to the Ministry of Defense and the Commissioner for Human Rights.
In addition, the citizen liable for military service has the right to appeal to the State Bureau of Investigation with a statement under Article 426-1 of the Criminal Code.
Complaints to the police and the prosecutor's office
There are also other options for submitting complaints about the actions of the TCC.
Thus, in the case of the illegal detention of a citizen at a TCC checkpoint, their relatives can contact the police with a statement about kidnapping under Article 146 of the Criminal Code.
Moreover, there is an opportunity to submit a statement to the investigating judge under Article 206 of the Criminal Procedure Code.
